The House Rules Comittee
The House Rules Committee is the oldest committee in the House of representatives. It was formally Constituted on April 2, 1789. The Committee is considered the most important committee in Congress because of it's power to decide if and when a bill will be presented for debate and eventually passed as a law. The Committee is also allowed to revise certain parts of a bill or just change the whole thing. The Committee is virtually allowed to do anything include make up special rules for particular bill trying to be passed. The Committee has often been called the "Speaker 's Committee" because the speaker can influence the committee pertaining to certain bills that the majority party, which he is affiliated with, want to be passed as laws.
